Learn how obsolete TODOs and bug references in codebases distract AI agents, increasing costs and delays in coding tasks.

When AI agents assist with coding, they often encounter distractions that humans would naturally ignore. These distractions, like outdated TODO comments or resolved bug references, can lead agents down unnecessary paths, wasting time and resources. This phenomenon, known as "agent distraction," is becoming a significant challenge as AI tools take on more complex coding tasks.

## What is agent distraction?
Agent distraction occurs when AI coding agents encounter obsolete or irrelevant information in a codebase, such as TODO comments linked to long-resolved bugs. Unlike humans, who can skim past these distractions, AI agents treat them as actionable tasks. This can lead to wasted steps, unnecessary code changes, and delays in completing the actual task at hand.

For example, an agent might encounter a comment like `// TODO(bug/123)` in a file. Even if the bug was resolved years ago, the agent might investigate it further, consuming valuable tokens and time.

## The cost of distraction
Google’s research quantifies the impact of agent distraction across millions of coding sessions:

| Metric | Impact |
|--------|--------|
| Sessions exposed to TODOs | 13% |
| Sessions triggering unprompted action | 6% |
| Detours chasing closed bugs | 41% |
| Detours expanding scope of work | 57% |

These distractions add significant overhead:

- **70% more steps** per session
- **77% more tokens** consumed
- **105% longer wait times**

## How distraction plays out in practice
There are two common scenarios where agent distraction occurs:

### The obsolete detour
In one example, an agent investigating an unrelated bug encountered a `TODO(bug/XXX)` comment in `SurfaceControlTest.java`. Despite the bug being resolved in 2023, the agent spent time digging into its history, delaying the actual task.

### The eager agent
In another case, an agent encountered a TODO comment and decided to "fix" the code unprompted. It executed multiple searches and modified `ModelDownloaderV1`, only for the developer to later challenge the unnecessary scope creep.

Both examples highlight how even minor distractions can lead to wasted effort and human intervention.

## Cleaning up the codebase
To address this issue, Google developed agents that scan codebases for obsolete TODOs and bug references. These agents analyze the history of bugs, files, and code changes to confirm whether a TODO is truly obsolete. Over six months, this approach has removed thousands of obsolete references with a 95% acceptance rate from human reviewers.

## Building agent-friendly codebases
As AI agents take on more ambitious coding tasks, maintaining clean and distraction-free codebases becomes essential. Projects to clean up lingering technical debt, once deprioritized, now carry significant value.

Tools like presubmit analyzers, corpus scanners, and automated coding agents can help scale these efforts, ensuring agents operate efficiently and effectively.

## What this means for beginners
If you’re learning to build with AI coding agents, understanding agent distraction is crucial. Here’s what you can do:

1. **Clean up your codebase**: Remove obsolete TODOs and bug references to minimize distractions.
2. **Monitor agent behavior**: Watch for signs of scope creep or unnecessary detours during coding sessions.
3. **Use automated tools**: Leverage tools like corpus scanners to maintain a healthy codebase.

By addressing agent distraction early, you can ensure smoother and more efficient coding workflows.
